Increasingly, YouthBuild programs are being funded to implement a Construction Plus (C+) career pathway which requires real-world, meaningful work experience in the identified industry, just as participants provided construction training are expected to demonstrate their skills on an actual construction work site

Many grantees are having difficulty providing these quality work experiences, as outlined in WIOA Final Rule, and are not effectively positioning their participants to cultivate the skills and competencies, aligned with in-demand industry standards, needed for successful placement and employment.
